How to restrict status change of jira ticket in specific conditions?

Hi , I have a scenario where I have to restrict the state change of jira ticket when the field values of 'Reporter' and 'Approver' is same. 

For example, I have a workflow, where when a ticket is raised is in 'Pending Approval' state and limited members can change their state to 'Approved' or 'Rejected'. So the Reporter has to mention the person's name in custom field 'Approver'.

So I need to put the restriction that if the reporter and Approver is the same person, he/she should not be able to change the state of the ticket.

Yes, it shouldn't matter. The only thing matters is that the license tier of the add-on should match to the higher tier of JIRA application, whether it is Core or Software.

The Core version will matter a bit - there's a range of JSU versions that work for the various versions of Core.  But, your licence for Core + JSU is valid for all of them (up to the date of expiry).  And, the universal plugin manager will handle all of it for you, only installing valid versions! (Admin -> Apps)

There is no Core/Server thing to worry about.  All Jira installations are Jira Core.

Software and Service Desk are "Core with application(s) added". 

Server means you run it your self (and it has a cousin of Data Centre, which is the same software but with more functions enabled).  Cloud is the other option, but the purchasing and hosting are totally different.
