How to restrict permissions and make only reporters capable to close "Obsolete" tasks

Hello, community! I hope everyone is doing well. 

I want to ask the following question: currently, I am working with our team's board, and I would like to put a restriction for permission to move tasks with "Obsolete" status to the "Done" column. Specifically, I would like to make it possible only by reporters themselves. 

That said: if I created a ticket and later it turns out that it's an "Obsolete" one, only I would like permission to close it.

Is that possible?
