We have Service Management and our ticket editor has canned responses. However, our other projects do not have this option in their ticket editors. How can we enable it for our other projects?

We have a numeric custom field which auto-increments every time some one uses the Test failed transition. This way we know how many times QA rejected a ticket back to Dev.
You can write a script in the transition post function to increment the numeric custom field.
