I would like to set up regular email notifications, like every Monday morning the designated subscribers will receive a list of issues result from a filter. Is this possible?

When I follow these instructions, I don't get the option of "Recipients", only about frequency of emails. Do I need to be an administrator?

Could you share a screenshot? Could make sure that your user has the Create Shared Objects global permission? Only Jira administrator can check this permission.
