is it possible in JIRA that if you are a part of project(new development team, spam users or anything) assigned any general role then you will not be able to create user stories and task??

If you mean can you LIMIT them from creating specific issue types, no, not out of the box.

If I understand correctly you want to know that the user that will assign to any general role for that project that user will be able to create story/task or not?

To creating user story/task the user/group/role need to have create issue permission for that specific project in permission scheme.
