How can I add an issue into an Epic which is not part of the same project ?

I want to assign an issue into an Epic which is part of another project. Is it possible without a plug-in ? And if it is not which is the plug-in ?

Are you able to attach screenshots of both priority schemes and trying to raise an issue with the different field values?
