I find on my machine that Chrome behaves that way (keeps the buttons visible when you scroll), but IE, Edge, and Firefox do not.

Thanks for your answer. I also see this problem on Chrome too (ver. 69.0.3497.81) and my colleagues with other versions of this browser. Firefox has the same problem. It's really inconvenient to scroll up every time if I want to change something in an issue...
