As you can check in the documentation below, the Administrators Global permission is required to perform any actions (Create, edit, access) regarding Issue collectors:
is that information still valid? The point 1 under the section `Edit issue collector` says: "Log in to JIRA as a project administrator or a user with the JIRA Administrators global permission."
