If we click on an issue in the backlog and fill in the story points, the story points field in the backlog is not updated. We can click on another issue and then go back to the original issue and we see the story points we entered in the issue details. But the column in the backlog is never updated. Is there a way to get the backlog to update other than refreshing the entire page (F5)? Or is this a defect?

Check the project settings and modify the Field Configuration Scheme.
On the Field Configuration for the IssueType you are creating, you should see the Description marked as 'Required'. Just switch it to 'Optional' and it shouldn't be marked as mandatory anymore.
Just keep in mind that other projects might be connected to the same scheme (Especially if it is a Default Scheme).
If you want this only to be set on a specific project (and not others), copy the original scheme, associate the project and apply the changes so you wont effect other projects.

You don't need any scripts. The only fields that are mandatory in Jira are a handful that are structural (issue type, project) and the summary.
Description is optional, until you make it mandatory in the field configuration scheme. Get your admins to make it optional in the scheme.

Anyway, no. Summary cannot be made optional. It's used a lot in the Jira UI to inform humans, leaving it blank is not possible.
You'll find some stuff that tries to pre-fill it with generated (and hence usually meaningless to users), but I can't recommend it, having seen so many Jira systems where people are begging me to make the summary useful again.
