I made a simple query to test issuelinktype !=
issueLinkType != "is blocked by" and key = ...
The ticket in question is blocked by 2 issues. So the expectation is that I would get zero results. However the results show that ticket (and any other blocked ticket I tried).
Hi Jon, is it an option to introduce a transition especially available to her or other accounts with a screen to enter a comment etc. and then just firing a regular event or custom event? Everything else will require third-party apps :)

yeah that would be great if we could just sent the email when the screen is filled in. we could include other fields but the main one we want is the comments section.

That's good to hear, have you already worked on the fired event in the post functions tab of the transition? Maybe creating a custom event and specifying your specific recipients in the notification scheme and of course adding it to the post function is the easiest way to finish this.
