Can Projects be removed from JIRA?

Can a custom text field default resolve smart values?

I think the answer is no:

You may delete projects in JIRA if that is what you're asking.

Hi @Patrick Dooley,

You can update the permission schemes in these projects to have all permissions to be blank. This will remove it from the general user list of Projects, but it will always show up in the admin list of Projects. This link outlines the process as well.
