Add-on Restriction

I am planning to install SQL for JIRA and I wonder if we can restrict add-ons to some users. Would it be possible for add-ons (especially the one said) to be exclusively used by jira-administrators? TIA

This is not possible unless the add-on itself provides some functionality to restrict its access.
