My real intention would be to use a JQL in the shortcut (CTRL + K), but I haven't found out yet if it's possible. Does anyone know?
Furthermore, when using (CTRL + ?), some shortcuts that appear on the list I can't use, for example, the option (Search for issues = u). I tried using (CTRL + U) and also tried (CTRL + K) and then just typing 'u', but it doesn't show the option. Did I misunderstand something?

The actions are a single list, but they get removed when the projects are configured not to have them. The usual removal is by user permissions. If, for example, a user does not have "move" permission, then the "move issue" option vanishes from the drop-down. Another one is "create sub-task" - if there are no sub-task types in the issue type scheme, the option vanishes.
Each item is controlled in a different way. So the question becomes which ones do you want to remove?

The first three (starting with create) are being added by an App, if you remove that App, they will go away.
