I'm wondering if it is possible to find tickets with attachments containing a specific text string. It doesn't look possible, but wanted to get that confirmed. It seems you can only use JQL to find tickets with attachments.
Looks like an issue with the User Picker plugin you are using (Not an Atlassian plugin)
In fact it might already be logged as an issue with them - See

You'll have to communicate to the plugin vendor to try get them to fix
