Re-Order Workflow Dropdown Jira Server

I have a project that is setup with a tower workflow that each status is set to have an all transition and when I go in and edit the properties of each status I add the

property key: 

opsbar-sequence

And I have tried doing the Values in units of 10 and units of 1. 

 

No matter what I do I cannot get certain statuses to change their locations. It seems to be going by the order that I add them to the workflow vs changing to the opsbar-sequence

You should add opsbar-sequence property to the transition, not to the status.
