If a developer opens a Jira ticket it there automation that can open a Zendesk ticket?

Can you plz mentioned JIRA type (Cloud or Server)?
If you are doing on jira server follow below document
If you are using jira cloud, you cant change the value. but you have REST API's available

I suspect you are missing some of the settings, as the changes on that page works fine for the systems I've tested. (You did restart as well?)
