JQL to find related issues that have a specific summary text

I am looking to have a query return Stories that don't have a related item if related item doesn't have specific text in the summary. 

Example of what I am trying to do....

(issueFunction in hasLinkType("Relates") AND related issue summary !~ "TEST")

I believe the plugin you are looking for is the BigGantt - Gantt Chart for Jira.  by SoftwarePlant
