Issue Link Types - are these setup on Jira Instance or can they be defined for each Jira project

I am setting up a REST API with another Jira Instance and am wondering if the "Issue Links Types" are only setup by Jira Instance level OR can they be defined by each project the list of "Issue Link Types" a given project supports/uses?
