I really don't know where to start but it seems I cannot access jira when I am connected to my starlink.
Is Atlassian blocking starlink connections?
How can I check that?

Guess the date format in the jira import is dd/mmm/yy h:mm.Try changing the format to dd/mm/yy and import it should import your csv file.
or import the value as dd/mmm/yy h:mm (eg: 15/jan/18 01:22 )
