Cascading select with user picker as second field

Looking for help to create cascading select where parent value is from a list and child value is user picker. 

No plug-in suggestions, please.

Can't be done without add-ons.

You need a new field type (requires an add-on) or something that ties fields together to make them interactive (parts of this is possible with injected javascript, but you'll need an add-on to make it work properly)
