Hi There,

The message "Service Temporarily Unavailable" sometimes indicate a proxy issue, do you have any proxy in front of JIRA? If so, you may want to test this same operation bypassing the proxy.

Also, is there any error message in your JIRA logs when this message is thrown? this may shed lights on this problem.
