How to know who deleted the Jira ticket?

Hello Team, 

Hope you are all fine  doing well, 

I'm a project admin and want to know who deleted any tickets and what tickets were deleted as tracker and asking about the possibility to find a report or footprint for such actions and if cannot what role should be taken to avoid such cases?

I assume you mean this plugin: https://marketplace.atlassian.com/plugins/de.polscheit.jira.plugins.group-sign-off If so, then I don't see any way to do this. Though I have added it as a label to this question to draw more attention to it. Someone else may know more than me.
