Going to a lesser version would be the problem.  The only way I know of is to export to csv project, by project and import.

I don't see the option to export the project as a CSV. I do see the option to export the issues within the project. This would only export the issue information though. I require both the configuration and attachments. Additionally, I don't think this would preserve the link between the issues to their respective pages in confluence.

There is no option to export a project. You need to export all the issues from the project , create a new project in the new version and them import them import them into the newly created project. Upgrading would probably easier.
