How can I add values to Description field

I want to add the story template "As as user, ...., I want to,... so that" to the desctiption field while creating a story. This means that whenever a user is creating a story on Jira this description field should have this template / text values pre-filled. Is there an easy way to so this with out any scripting. Also , I am using free Jira version. Please help.

May be a simple form of you workflow will be better, rather than an xml dump. And what you do mean by Jira workflow for Crucible review, do you mean the Jira issues getting created as sub-tasks to the linked issue for the code comments?
