If you make backups of your Jira, you can restore a backup with required links to a test Jira instance. Go to the Issue navigator and select all required issues with the correct JQL expression. Then export issues into csv file. There will be the epic link field. Then import the file to your current Jira instance. You can find more info here:
When you import the csv file, all fields of the present in the file issues, will be everwritten with the values from the csv file. If a field is not present in the file, then the default value will be set for the field.

Deleting an issue removes it permanently from JIRA. So you can not restore it.
