Error when trying to copy a workflow

I am trying to copy a workflow in jira software.

Every time I try to copy it, I get this error:

We couldn't create your workflow

Missing parameter "previousStatusIds" in rule "b606f7ba-2175-4f44-9a82-f3b5b985cfe8".

Does anyone know why or how I fix this parameter?

The workflow in question is actively being used with no problems.

You can configure Issue Security Levels to allow users to access only their Assigned tickets.

You can easily do it in the permission scheme by giving the Assignee permission for browse and work on the issue. Also limit transitions to assignee. If the assignee needs to assign it to someone else give them assign user permission. Give the project role the compliance managers are in everything they need. If the individual users will be creating issues they will need the create permission.
