Couple of users not receiving e-mails when they are tagged

I have a couple of users who are not receiving e-mail notifications from Jira. One could receive until about 3 weeks ago and the other could receive until last week. I have tried out all the solutions I could find in community and google.

Can you explain the issue you're having?

I would bet the issue is that your Jira version is no longer supported. Only Jira 7.2 and higher is supported and so I would recommend upgrading.
