Community help needed to troubleshoot automation Rule workflow

Hi al

I've set up the following rules so that the action of creating a new fixversion and assigning it into an isues' fixversion field would automate the creation of a new confluence page (based on a template that I have set up) that will be titled following the new fixversion number (and not past numbers).

The rule works, but it does not return anything even though I validated the query and am certain it should filter out 1 issue which will invoke the creation of the confluence page. Can anyone please help?
