Can we add premium Jira to only a few users?

We just learned the Jira premium will have advanced road-mapping features. Our org is interested in this feature but only our PM team accounts need access. Is there a way to only assign premium accounts to certain users? We're currently using a 3rd-party road-mapping tool integrated with Jira but would love to just use Jira as a one-stop shop. We can't justify double the cost for all of our users for just roadmaps though.

Parent task is show in the breadcrumbs on the top of the issue.

if you are talking about Epics and Stories, the add Epic Field to the View screen of the story and you can see the Epic to which the story belongs.
