CSV import comments with mention not triggering notification

I'm updating an existing task via CSV Import like below.

as you can see I want to mention these 2 users on the comments.
it did convert the code to the user-bubble thing on the comments,

but it doesn't trigger a notification to these 2 users like it normally would when you mention someone on a comment. 

anyone has a solution for this?

I would suggest changing the workflow for that issue type, and add an impossible condition.

Or if same workflow is used, implement a validator only if the issue type != blocked_issue_type

You should modify the issue type scheme for the project. You will be asked to convert all current issue types to the new ones. You can find more info here:
