Adding a group to edit filter

I need to add a group that can edit the filter, but in the group option i have only 3 groups, but i have in jira more groups.

To remove the Votes field you need to turn it off in System->General Configuration->Allow users to vote on issues option. You can find more info here:

To add the Estimation filed you should add the Time Tracking field to the required screen.

added Time Tracking to scheme but no estimation field is visible?

Time tracking is activated in configuration in general as well.

Go to the screen where you are expecting to see the field, choose the admin menu and click the where is my field option. Enter the name of the field and have a look why it is not there.
