Do you know if it is possible for people who are not Jira users to create and review ideas outside of Jira Product Discovery? I mean, is there an email integration, a web portal, etc?
If the answer is yes, can you please share how?

You're spot on about this. If you share the link to your Jira Product Discovery project, the user must sign up for Jira if they're not a Jira user.
I haven't found a way just to share the link to your Jira discovery project and let a person review ideas.
Instead, you can try these two options:
1. You can share a jpeg or a CSV of your work. This way, a non-Jira user can see and review ideas outside of Product discovery. However, every time you update your Jira work, you would have to re-download and re-share the CSV or image. (To share JPEG or CSV, go to share, then hit the export button. See the screenshot below))
2. Another option is to try an app on the Atlassian marketplace. Visor, for instance, is a powerful project management tool that lets you securely share instant Jira data without downloading a CSV.
