I have a few users that were accidentally un-synced from our O365 environment. Since re syncing and re licensing them these users do not receive any notifications from Jira Cloud. Other uses get notifications without issue even on the same tickets that the problem users are one and notification checker confirms that these users should be receiving notifications.
I've even deleted the users from Jira and re-invited them with no change. Anyone run into a similar issue before?

I saw that you created a ticket with our support related to the same question and it was fixed by removing the Bounce tag from the affected emails.
