I was looking at the automation rules. I tried creating one on parent link changes. And that got it to fire. But what is the smart tag you would put in the to line to get it to go to the epic owner? I tried {{issue.epic.assignee}} that I saw in a several years old question and got errors saying my "to" was blank.

Please show us the full rule that you have created.
If you are using the Send Email action to try to send an email to a person specified in a user picker field then you need to reference the email attribute for that user; i.e. {{...assignee.emailAddress}}
Adding emailAddess did the trick. Thanks.
The rule was just on any changes to the issue.parent_link then send email.
