I am new to JIRA and my current team uses a JIRA Board that does not appear to be a next-gen board and therefore does not have the roadmap feature which would be very helpful. Is there a way to copy the existing board over to a next-gen board?
Also, it doesn't appear that I have the ability to create a next-gen board and we are using JIRA Software 8.5. Is this the most updated version? Do I need certain permissions to create a project with a next-gen board?
Jira 8.5 is not the latest version, although it is a "long term support" version. 8.13 is the latest long term support version, 8.14 is the current latest version of Jira.
These are, of course, all Server versions (Cloud doesn't use the same version scheme).
Server does not have Next-gen projects, or the boards that go with them. Next-gen is Cloud only.

I am a little confused as to whether you are on Cloud or Server. Your message says Server but this post has Cloud as the Deployment Type.
If it is indeed server, then Next-gen projects are not available for Server. See this request to have that added: https://jira.atlassian.com/browse/JRASERVER-68153
If you are indeed using cloud, then Roadmaps are available for all projects, not just Next-gen.
