The title of your post does not quite align with the content of your post.
A user must have Edit Issues permission to be able to edit most fields for an issue. There are some special cases where Edit Issues is not required, such as being able to add a Comment. That addresses the title of your post.
In Jira Cloud there are no longer separate View and Edit screens with which the user interacts. All editing can be done inline on the Issue Details screen. That addresses the content of your post.
If I have not addressed your question, can you please provide more details about the problem you are trying to solve?
Thanks @Trudy Claspill what im trying to achieve is way for a user that only has View Issue Access to be able to modify a specific custom field.
You must be a registered user to add a comment. If you've already registered, sign in. Otherwise, register and sign in.
That will not be possible with native Jira functionality in the native Issue Details screen, given that you said it is a specific custom field.
If it was one of the built-in System fields, then it might be possible if there was a permissions that applied to that System field specifically.

Alternatively, this could be done via workflow transitions.
