Missing features while creating forms

Hi,

I opened Business Project (Process Control) and I want to create a form with a conditional section.

In most Atlassian guides, attached photos in which there are a lot of features that are missing in the form creation screen, for example "Add field", and "Add section".

At the moment, I'm able to add fields only, and not create conditional sections. I would be happy to know why my creation screen is missing options and to understand how to create the form with conditional sections.

In the comment attached 2 screenshots in order to clarify by question.
