Do we have any efficient method to migrate all the JIRA projects from one server to another. Customer is not ready for buying plugin (project configurator for JIRA) .
Also, it's not a new target instance to do a XML copy and restore, the target instance is already live and projects are exists so we need to copy only a few projects from source to have all projects in one instance.
Please suggest. Thank you!

Jira's Project import utility can be used to perform this project by project migration but you have to ensure that the target instance has all the configurations in place. Try it on a test instance to see how it works for you and also read the documentation to understand the whole process. It works well for simple instances but if your instances are on different version and have lot of apps then it will require some additional work like setting up a temporary instance.

@Ravi Sagar _Sparxsys_ Does this includes migration of "TEST issue type" data which is created using Zephyr plugin in JIRA? If not what is the best method for Zephyr data migration.

If you don't want to follow Atlassian Documentation
Then i suggest you create new project in Target instance having same screen, workflow and fields . Once new project is ready in Target instance then export and import issue from Source Project to Target Project.
OR
If it's a one time activity. You can do one thing, install trial version of Project Configurator for Jira on both instances , do the project migration and uninstall.
