Managing sprints when one board has 22 projects (19 different) and the other only has 3 projects

Managing sprint permissions when projects are being used in mutiple boards is a nightmare.

I have one Sprint Board with 22 projects that includes projects A, B & C, I have another Sprint Board that only has Projects A, B & C.

I gave Mange Sprint permissions to a user (Jack) that is running Projects A, B & C, But they are not able to Start/Close sprints. 

But I have one user (Stan) that has Manage Sprint permissions on all 22 projects and he can start/stop the 3 project sprint.

I really don't want to add 19 more sprint permissions in order to give Jack the ability to manage his 3 project board.

There has to be an easier way. I've tried creating a Manage Sprint group, but that didn't work for me.

I must be missing something
