Lost admin rights but still show admin rights

Hello,
so, I am having a bit of a weird issue.
I went to add a new employee to our project, and it tells me it has to email the admin (it's never done that before) and then it never emails me. when I log on to admin it shows we have no admins but if i go to set up a admin it shows I am an admin. See screenshots attached, Thanks in advance.
