These two lists within the Dashboard reference the same filter. However, the list of items are in different orders. Why does this happen? How can I get them to align? Without using a 3rd parting reporting tool, is there a way to show the data in the same list order?
Looking at your results, there are multiple rows with the same total. As those dashboard gadgets have only one sort field selectable, I hypothesize that the order after that point is either random or is different for the two gadgets.
For example, several rows have totals of 52 and of 19 for what is displayed.
The "fix" would be to use something which is distinct for each row, if possible, probably using a different gadget.

In the 2D gadget the Epics with the same totals (assuming the totals per Epic actually agree in the two gadgets) seem to be ordered alphabetically by Epic Name. Take a look at the issue keys for the underlying Epics. In the Issue Statistics gadget, are Epics with the same totals perhaps showing up in the order of the issue keys?

Do the Totals per Epic in the Two Dimensional chart match the Totals per Epic in the Issue Statistics chart? The configurations for both say they are sorting by Total, but we can't see the totals in the 2D chart.

Yes, it's based on the totals. But the totals should be the same. :) It's the same filter.

"Should be" is not the same as "are". :-)
If the totals are not the same can you provide an example showing one such Epic and its list of child issues?
