Linux installer fails on missing jre.tar file

I'm trying to upgrade JIRA 8.20.1 to 8.20.19.  When I run the installer – whether from the downloaded .bin file or in the unZip'd directory – I get the following output:

/opt/atlassian/jira/jre
tar: ../jre.tar: Cannot open: No such file or directory
tar: Error is not recoverable: exiting now
Starting Installer ...
Error: Could not find or load main class com.install4j.runtime.launcher.UnixLauncher
Caused by: java.lang.ClassNotFoundException: com.install4j.runtime.launcher.UnixLauncher

I got the same when upgrading Confluence 7.13.7 but it went away when I uninstalled Confluence first.  I don't have that option with JIRA, however, and while I see a lot of mention of this error on the net, I haven't yet found a solution.
