If I link an issue from another to an issue. What happens if the issue I've linked to completes, does the related issues close out or nothing happens? I'm trying to understand, outside of just knowning these two items are related, if there are any additional benefit to linking issues? Also, are there any inherited benifits as it relates to reporting too? Is there a way to report on the mappings of these relationships?

Natively, JIRA doesn't do anything to change an issue when an issue linked to it is changed. You can use the Automation feature to enact some types of changes to issues when linked issues change.
There are different types of links that, even without automation, are informative, such as know that one issue is blocked by another, or work on one issue caused another.
As for reporting, it depends on exactly what type of reporting you want to do.
Natively, JIRA does not offer much with regard to filtering based on issue links (see the Advanced Filtering pages for the functions with "link" in the name), and no pre-built reports specifically regarding linked issues. There are Marketplace apps, though, that extend the JIRA filtering capabilities and reporting abilities.
