I'm facing problems with blocking the sending of warning emails, even though I haven't reached the daily limit. How to proceed?

With the Free Jira plan Automation rules are limited to sending no more than 100 emails in a 24 hour period. This is documented here:

Have you reviewed the rules that have executed in the past 24 hours and looked at how many emails have been sent by them?
Email sending has been completely disabled as limits have been reached in the last 24 hours (if you just signed up, your sending limit will automatically increase over the next few days). Contact Atlassian Support if you need assistance.

O limite de e-mail se aplica a todos os e-mails enviados pelo sistema, não apenas aos e-mails das Regras de Automação. Se você incluir os e-mails enviados diretamente de projetos para Esquemas de Notificação, isso se aproxima do limite de 100 e-mails para esse período?
Atualmente, não há um registro de auditoria para e-mails enviados que você possa verificar para ver exatamente quando e quantos e-mails foram enviados, mas há uma solicitação de alteração aqui se você quiser adicionar seu voto a ela.

Were any emails sent during that time? I ask to confirm that Outgoing email is enabled.
The email limit applies to all emails sent by the system, not just emails from Automation Rules. If you include the emails sent directly from projects for Notification Schemes, does that approach the 100 email limit for that time period?
There currently is not an audit log for outgoing emails that you can check to see exactly when and how many emails were sent., but there is a change request here if you want to add your vote to it.
