I have few doubts related to Atlassian Cloud license.
1. Can a solution partner register for new Cloud License on behalf of customer. If yes, what steps do we follow to set-up a new Atlassian Cloud licenses.
2. If answer to above question is No. And we ask customer to register for the license, can a solution partner use that without having the Admin access.
3. How to set-up the new Atlassian Cloud licenses? What are the required steps after you receive the new URL / license details from Atlassian?

Solution Partners can help with license acquisition. You can find partners who offer that service through the Partner Directory by selecting the Licensing option under Services.
