Good day.
We have perpetual license but not renewed in the recent past as we are in the process of migrating to another tool. But we need an upgrade to fix a critical vulnerability reported recently. Wanted to check if we are entitled for minor upgrade from 7.13 to 7.19 without renewal.
Note: This is for Confluence
The short answer is "no", you're stuck. You can only upgrade to a version that was released before the end of your support contract, which you have said you have not renewed.
If your licence ended over a year ago, then your "renewal" will be seen as a new licence, and as you can't get them for server any more, you won't be able to get one.
If it is under a year elapsed, then I think renewals are still working, go to my.atlassian.com, find your licence and see if the renewal option is there. In some cases, you may also be able to renew by paying for all the period for which you were unsupported.

I would like to suggest to go for the renew the license for the upgrade because If you faced any major issue in the upgardation then Atlassian team will not support So In other hand If i am thinking about the moving process then Kindly reach out to Atlassian team to get the better solution.
