Is it possible to send an email to the user if i create an issue related to them?
For example; if user1 asks me to do something, i will create an issue on jira and i want him to know that an issue about that already created for him.

Probably the easiest way is just to mention the user in a comment on the new issue or in the description of the new issue. This way, the user gets notified immediately.
A more sophisticated approach would be to add a custom field like "Requester". You could configure this field so that the users mentioned in it get notified after issue creation.

@Onur AKÇAYMentioning a user without an account is not possible, but you can share the issue with any email address you like. This will send the issue link to the email address entered with an optional comment:
But keep in mind that the person you shared the issue with is only able to see the issue details if they have access to the corresponding Jira project.

How about if i create a custom field as a text and add trigger to that field like when an issue is created -> send details to that field as you suggested above. Is it possible to do so?

@Onur AKÇAYThis should be possible using Jira Automation, with a rule based on the trigger "Issue created". In the rule, you should be able to retrieve the email address from your custom field. Then, you can send an email using the "Send email" action.
