My company is using JIRA server 7.24 and the development team wants to migrate to the cloud. The rest of the company is going to stay on JIRA server for now. To use the Jira Cloud Migration Assistant we will need to be on Jira Server version 7.6.0 or later. What are the risks to the other users if we migrate our server version to 8.x first? Is there any other option to upgrade if we don't want to lose any data or history in our stories?
BTW, we planned to purchase the Premium version of JIRA cloud, which includes support. Could we leverage this support for the migration?

I don't see a reason that you would lose data by upgrading your instance before the cloud migration. I would in fact recommend you to upgrade to JIRA 8.x and then work on migration;
