Is it possible to have a kanban board where the columns are priority? So, 5 columns: Lowest, Low, Medium, High, and Highest. And users can drag and drop tickets across the boards. Ideally, they would also be able to rank the tickets inside the column. We're working on a company managed Jira software Kanban project with a backlog.

No, there's no way to do this. A Kanban board is a representation of a process flow, so the only thing it could do here would be to have a process where you had your five priorities as status. Which wouldn't really be a process.
