If a developer opens a Jira ticket it there automation that can open a Zendesk ticket?

A very warm welcome to the community! In order to achieve this automation, you will need an addon such as Exalate to do this. You can either use the free mode if your use case is simple enough, or you can look into the licensed version if you want a deep ticket integration between the two system.
